About the Organization
The Dallaire Institute is the co-developer of the 2017 Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers. As part of Dalhousie University, the Dallaire Institute hosts a prestigious Tier 1 Canada Research Chair on International Peace, Security and Children and offers undergraduate and graduate courses. Through academic and practitioner training and community engagement, the Dallaire Institute’s interdisciplinary and applied research advances innovative strategies for preventing the recruitment and use of children in armed violence. The Dallaire Institute is supported through private, public and international contributions.
Job Summary
Reporting to the Project Director the Finance Manager will serve as the Finance Lead for the PVPSSA project. The Finance Manager will liaise with Dalhousie’s financial services department for donor funds and oversee the financial activities in the countries of implementation.
The Finance Manager will also oversee budget planning and financial management and will be responsible for in-country financial monitoring and oversight for the project, including compliance, and donor reporting.
Key Responsibilities
  • Manage the relationship and liaison between Dallaire Institute, Dalhousie University finance departments and required external parties.
  • Oversee financial management, including cash transfers to field sites and partners in cooperation with the Program & Finance team ensuring that the implementation teams in each country comply with all relevant donor and internal guidelines.
  • Manage, in a matrix structure, the Finance and Accounting Team at the country level as well as provide leadership, direction and capacity-building support for the in-country and Field Finance Team.
  • Monitor funds to ensure that monies are spent in accordance with the organization’s/Dalhousie’s financial policies and procedures and respective Donor guidelines.
  • Develop a regular forecasting process for the Project (Restricted and Unrestricted) and coordinate with the Project Director to manage any projected over/underspends as well as provide information for contractual reporting purposes as needed.
  • Ensure compliance with standard accounting practices in all countries with active project implementation and oversee compliance with all related tax requirements in all countries with active project implementation.
Note
The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.

International travel will be requiredPeriodic (4 times per year)
Required Qualifications
  • Undergraduate degree in finance, accounting or business administration with a minimum of 7 years’ experience, with at least 3 years experience working in a global context.
  • Proven experience in managing budgets and multiple administrative & finance responsibilities in fast-paced environments.
  • Ability to take initiative, organize time effectively and meet professional challenges within conflicting deadlines and competing priorities.
  • Excellent attention to detail, reporting, and tracking of multi-million-dollar projects.
  • Possess well-developed analytical, problem-solving and decision-making skills.
  • Ability to lead and manage project teams and operations remotely as well as the ability to adapt to management approaches.
  • Experience in training delivery, monitoring and evaluation, both in person and remote.
  • Demonstrated ability to work effectively across multicultural, multilingual, and multidisciplinary teams both on-site and remotely.
  • Experience working and collaborating with diverse sets of stakeholders, such as in-country NGOs, government officials, and donor representatives, particularly in line with The Dallaire Institute mission.
  • Excellent written and verbal communication skills in English with the ability to communicate technical concepts to colleagues.
  • Proficiency using Microsoft Office tools.
